Just in case some of you did not get this from Gov. Evers.

Frankly,  I am shocked by how most people using the bike trail that runs through Delafield are NOT social distancing.  They do not move over to the side of the path.  I did venture out to Aldi in Oconomowoc early this morning.  Almost everyone was wearing a ��.  Everyone was maintaining 6 ft. Perhaps it's because it was the hour set aside for seniors. Those who are rude on the bike path appear to be 20 into 40 year olds.

On behalf of the people of Wisconsin, I hope this email finds you and your loved ones safe and healthy. Lieutenant Governor Mandela Barnes and I want to assure you that our administration is working around the clock to respond to the current public health emergency. Your questions and concerns are important to us, and we want to be as transparent as possible during this challenging time. This letter is current as of April 16, 2020.

As of April 16, there has been 3,875 positive cases of COVID-19 in Wisconsin, 40,974 negative cases, and 197 deaths. Our thoughts are with the families who have been impacted by the loss of loved ones and with all of the Wisconsinites who are living with and recovering from this virus.

A few weeks ago, we had a pretty grim outlook for what COVID-19 could mean for our state. According to the model created by DHS, Wisconsin was projected to have between 440 and 1,500 deaths from COVID-19 by April 8th. But Safer at Home is working, folks, and it’s because of all of you that we are where we are today. In the first three weeks of Safer at Home, our data shows we have saved at least 300 lives, and perhaps as many as 1400 lives. We have helped flatten the curve, which has resulted in fewer cases and hospitalizations.

But as we’ve said all along, we are going to rely on the science and public health experts to help guide us through these challenges, because at the end of the day, our bottom line is keeping people safe. And we’re not in the clear just yet.

That’s why on April 16, at the direction of the governor, Wisconsin Department of Health Services (DHS) Secretary-designee Andrea Palm extended our Safer at Home order from April 24, 2020 to May 26, 2020. The order implements some new measures to ensure safety and support the progress we've made in containing COVID-19, but also allows certain activities to start up again. The extension of the Safer at Home order includes a few changes. Some changes allow more businesses and activities to open back up, while other changes help make businesses safer for employees and customers. The changes in this order include:

Businesses and activities ramping up service and operations:

  *   Public libraries: Public libraries may now provide curb-side pick-up of books and other library materials.
  *   Golf Courses: Golf courses may open again, with restrictions including scheduling and paying for tee times online or by phone only. Clubhouses and pro shops must remain closed.
  *   Non-essential Businesses: Non-essential businesses will now be able to do more activities as Minimum Basic Operations, including deliveries, mailings, and curb-side pick-up. Non-essential businesses must notify workers of whether they are necessary for the Minimum Basic Operations.
  *   Arts and Crafts Stores: Arts and craft stores may offer expanded curb-side pick-up of materials necessary to make face masks or other personal protective equipment (PPE).
  *   Aesthetic or Optional Exterior Work: Aesthetic or optional exterior law care or construction is now allowed under the extended order, so long as it can be done by one person.

Safe Business Practices:

  *   Safe Business Practices for Essential Businesses and Operations: Essential Businesses and Operations must increase cleaning and disinfection practices, ensure that only necessary workers are present, and adopt policies to prevent workers exposed to COVID-19 or symptomatic workers from coming to work.
  *   Safe Business Practices for Retailers that Remain Open as Essential Businesses and Operations: Retail stores that remain open to the public as Essential Businesses and Operations must limit the number of people in the store at one time, must provide proper spacing for people waiting to enter, and large stores must offer at least two hours per week of dedicated shopping time for vulnerable populations.
  *   Supply Chain: Essential Businesses and Operations that are essential because they supply, manufacture, or distribute goods and services to other Essential Businesses and Operations can only continue operations that are necessary to those businesses they supply. All other operations must continue as Minimum Basic Operations.



 Other changes include:

  *   Schools: Public and private K-12 schools will remain closed for the remainder of the 2019-2020 school year.
  *   Local parks and open space: Local health officials may close public parks and open spaces if it becomes too difficult to ensure social distancing or the areas are being mistreated.
  *   Travel: People are strongly encouraged to stay close to home, to not travel to second homes or cabins, and to not travel out-of-state if doing so is unnecessary.
  *   Tribal Nations: Tribal Nations are sovereign over their territory and can impose their own restrictions. Non-tribal members should be respectful of and avoid non-essential travel to Tribal territory. Local government must coordinate, collaborate, and share information with Tribal Nations.
  *   Duration: The changes in this order go into effect on April 24, 2020. The order will remain in effect until 8 a.m. on May 26, 2020.



Now, we know a lot of folks are concerned about the effects this will have on workers and businesses across our state—and believe us, no one wants to reopen our economy as much as we do. But the bottom line is that our businesses, our workers, and our consumers can’t be confident if we aren’t confident about our safety and our health. We can’t think of this like flipping a light switch. It’s like turning a dial and the more disciplined we are now, the faster we can turn the dial in the future.



We know what we need to do to move forward. Our teams at the State Emergency Operations Center and the Wisconsin Economic Development Corporation have been hard at work developing a plan that will allow us to safely reopen our economy. Our Administration has been talking with business leaders, entrepreneurs, and stakeholders about next steps. We’ve also been communicating with governors around the country, and particularly our neighbors in the Midwest. Here in the Midwest, we are bound by our commitment to our people and the community. We recognize that our economies are all reliant on each other, and we must work together to safely reopen them so hardworking people can get back to work and businesses can get back on their feet.

In addition to issuing the extension of Safer at Home on April 16, we also joined a bipartisan coalition of governors in announcing that the states of Wisconsin, Michigan, Minnesota, Illinois, Ohio, Kentucky, and Indiana will work in close coordination to reopen our economies in a way that prioritizes our workers’ health. Our number one priority when analyzing when best to reopen our economy is the health and safety of our residents. We will make decisions based on facts, science, and recommendations from experts in health care, business, labor, and education.
