I have had success discouraging woodpeckers by soaking holes with hornet spray before the holes give way to a nest. However,  they can drill a hole and make a nest VERY quickly.

We had a woodpecker nest in our wall one winter.  They left in the spring, and then we covered the hole.

Good luck!  They sure do love to make holes in cedar siding!

Most would probably disagree with me, but I vote for getting rid of the nest and covering the hole only after the chicks have fledged.
