<DIV>I read the actual text of HR 564, and while it doesn't explicitly say that
religious displays such as manger scenes can be displayed on public
property, it certainly does seem to violate the First Amendment prohibition of
"an establishment of religion" which could possibly be construed that way.</DIV>
